Legal status
Law for All (in Bulgarian: Сдружение с нестопанска цел „Право за всички“) is a voluntary, independent and autonomous non-governmental organisation established under the Bulgarian Non-Profit Legal Entities Act (ZYuLNTs). It operates for public benefit and is established for an indefinite term.

Mission
The association exists to ensure that no one in Bulgaria gives up on exercising or defending their lawful rights for lack of money, knowledge or physical access to legal help — turning the law from a privilege into a service available to the public.
Governing bodies
General Assembly — the supreme body, composed of the full members, each with one vote. It meets at least once a year. It amends the Statute, adopts the Code of Ethics, elects and removes the Management Board and its Chair, and approves the budget, the annual financial statement and the Impact Report.
Management Board — the managing body of three members elected for a five-year term. It implements the decisions of the General Assembly, disposes of the assets, and adopts the internal rules, including the rules on selection and rotation of pro bono lawyers and the rules on data protection and encryption. It meets at least once every three months and may sit entirely in a digital environment.
Chair of the Management Board — represents the association individually and directs its day-to-day operational, administrative, financial, technological and project activity, reporting to the Board monthly.
Advisory structures
- Pro Bono Expert Council — oversees the algorithms and methodology for automated allocation of cases.
- Digitalisation and LegalTech Committee — strategic development of the AI models, software maintenance, scaling and cybersecurity.
- Ethics Committee — reviews reports of breaches of the Code of Ethics and issues recommendations to the Management Board.
Members of the association, interns from the universities in Varna and recognised external specialists — lawyers, IT architects and AI experts — may be invited to join these structures.
Conflicts of interest
A Board member with a personal or professional interest in a decision — including any risk of referring people to their own private practice — must declare the conflict and abstain from the discussion and the vote. Referral of citizens to lawyers follows an objective methodology: electronic rotation, strictly defined expert specialisation, or algorithmic free choice by the user from a list of pro bono lawyers.
Transparency and accountability
We publish an annual Impact Report with measurable indicators. Annual financial statements are prepared under the Bulgarian Accountancy Act and are subject to independent audit once the statutory thresholds are met.
